Available on the fourth business day of each month. 16 MONTHLY STATEMENT OF THE PUBLIC DEBT OVERVIEW MSPD Definition The Monthly Statement of the Public Debt (MSPD) is a report published monthly that shows the total Public Debt Outstanding for the United States of America. It lists the outstanding securities issued by the Bureau of the Public D Terms Found on the MSPD CUSIP - Committee on Uniform Security Identification Procedures. A CUSIP is a string of numbers and letters that identifies a security. Debt Held by the Public - The Debt Held by the Public is all federal debt held by individuals, corporations, state or local governments, foreign governments, Government Account Series Deposit Funds, and other entities outside the Federal Financing Bank - Obligations are issued to the public by the Federal Financing Bank (FFB) to finance its operations. Obligations are limited to $15 billion unless otherwise authorized by the Appropriations Acts. The FFB w Government Account Series - Intragovernmental Holdings - Portion of the debt held by government entities and invested in Government Account Series securities. Intragovernmental Holdings - Intragovernmental Holdings are Government Account Series securities held by Government trust funds, revolving funds, and special funds; and Federal Financing Bank securities.
